Electoral appeals constitute one of the fundamental pillars for ensuring the integrity and transparency of the electoral process, They serve as the legal mechanism through which the legislator guarantees voters and candidates the right to challenge procedures and decisions that may affect the electoral process at its various stages, Based on this premise, this study seeks to examine the legislative safeguards established in Libya regarding electoral dispute appeals, through an analysis of their constitutional and legislative foundations. The study is divided into two main sections: the first addresses the general framework of electoral appeals, while the second focuses on the national legislative safeguards for such appeals, The research adopts a descriptive and analytical methodology, reviewing the legislative framework regulating electoral appeals in Libya and detailing the procedural safeguards, such as deadlines, procedures, expedited adjudication, and the hierarchy of appeals, as well as substantive safeguards, including admissibility conditions and the binding nature of judgments, It also evaluates these safeguards, highlighting key shortcomings such as the short time limits for filing appeals and others. The study concludes that the Libyan legislative framework has laid a foundation for protecting electoral rights; however, it still requires further development to ensure its effectiveness, Accordingly, the study presents a set of recommendations aimed at enhancing the legislative framework for electoral appeals in a way that guarantees their efficiency.
